Phase I Cultural Resources Survey, April 2011
The Phase I was necessary to evaluate any potential archeological sites in the South Lawn and Parking Lot relocation areas. Panamerican Consultants completed the Phase I and no archeological issues were identified. The Office of Parks, Recreation and Historic Preservation reviewed the report and concurred there were no archeological concerns and the South Lawn and Parking Lot relocation will have no adverse impact upon cultural resources.
Richardson Olmsted Complex Findings Statement, May 2011
At their meeting on Monday, May 23, 2011, the Board of Directors of the Empire State Development (“ESD”) Corporation affirmed their adopted General Project Plan (“GPP”) for the Richardson Olmsted Complex Civic and Land Use Improvement Project (the “Project”) in Buffalo, New York. Also at that meeting, as Lead Agency under the New York State Environmental Quality Review Act (“SEQRA”), the Directors issued its official SEQRA Findings Statement that completes its environmental review of the Project.
The Project is an outgrowth of the Richardson Olmsted Complex Master Plan. The Master Plan was prepared by the Richardson Center Corporation, a not-for-profit 501(c)(3) organization that is leading the effort to rehabilitate/reuse the complex and is the recipient of funds being administered by ESD for this effort.

The Final Generic Environmental Impact Statement (FGEIS) describes the project, assesses the potential for significant environmental impacts, and identifies potential mitigation measures. Empire State Development Corporation approved the FGEIS. ESDC will wait a minimum of 10 days to afford consideration of the FGEIS by agencies and the public before issuing a Findings Statement for the proposed action.

The Draft Generic Environmental Impact Statement (DGEIS) and General Project Plan (GPP) describe the project, assess the potential for significant environmental impacts, identify potential mitigation measures, and identify the sources and uses of state funds. Public comments were accepted at a Public Hearing on Thursday, January 6, 2011 at the Burchfield Penney Art Center and in writing until January 17, 2011.

The Master Plan assessed the Richardson Olmsted buildings and site, adjacent neighborhoods and, with a public
process, created a plan for long term development of the historic buildings and grounds. The Generic
Environmental Impact Statement (GEIS) process is running concurrently and the final document will be a Master
Plan and GEIS.
Architecture and Visitor Center Visualized Concept Study, February 2009 - Full Report
The Architecture and Visitor Center will be the first new change at the Richardson Olmsted Complex. A Visualized Concept Study has been completed byRalph Appelbaum Associates. The exhibit program focuses on high technology displays to celebrate the region’s architecture, urban design, landscape design and cultural institutions. An interactive program and interpretive exhibits will engage visitors and encourage the exploration of Buffalo and the region’s treasures.

Urban Land Institute Advisory Panel, May 2007 - Full Report
The Urban Land Institute (ULI) released its recommendations for reuse, rehabilitation and potential redevelopment of the historic Richardson Complex in Buffalo. The ULI recommendations will provide a “framework” for guiding a reuse plan for the site. The report is the culmination of a week of intensive work May 21-25, 2007 in Buffalo. After a week of touring the City and surrounding neighborhoods, intensive evaluation of the site itself, and interviews with nearly 100 community stakeholders and regional experts, ULI distilled the information down to recommendations that project sponsor Richardson Center Corporation and the community is considering. The final report expands upon the preliminary report presented at the end of the study week in Buffalo.
Richardson Briefing Book, May 2007
In preparation for the Urban Land Institute visit background information was gathered to educate the panelists about the site. The book is a comprehensive compilation of written and visual material, including the City and region economic conditions, market conditions, historic preservation, history of the site and grounds, neighborhood conditions, and relevant city, state, county and federal legislative matters.
